Wednesday, October 25, 2017 5 Questions with Senator Brent Jackson

Brent Jackson was elected to the North Carolina Senate in 2010 and is currently serving his fourth term representing Duplin, Johnston, and Sampson counties. He is the co-chairman of the Senate Appropriations/Base Budget Committee and serves on numerous other committees as well.

Jackson and his wife Debbie are first generation farmers, starting Jackson Farming Company in Sampson County in 1981. They currently grow watermelons, cantaloupes, honeydews, strawberries, pumpkins, corn, wheat, soybeans, peanuts, flue-cured tobacco, occasionally cotton, and various other crops.

Question #1: There are only five North Carolina legislators (about 2% of the General Assembly) who list farming as their occupation. As a farmer, what perspective do you bring to the General Assembly? Conversely, is there anything you’ve learned as a legislator that has given you new perspective on the farm?

There are a wide variety of backgrounds amongst my fellow legislators, and I believe that everyone’s individual and unique experiences are a source of value. As a farmer, I have tried to ensure that my colleagues know where their food comes from and the work that goes into putting food on the shelves. I have also made it a point to stress the goodness of American agriculture and the wonderful and exciting career opportunities that exist, especially for young people.

Question #2: In your opinion, what is the most significant state-level issue facing farmers in North Carolina? And what is one issue that may not be on the front-burner for farmers that you think they need to pay more attention to? Why?

I think there are several main issues that we will have to continue to work on at the state level. The first is labor, although mainly a federal issue and President Trump and Congress are working on a solution. However, it is important that from a state level, we are careful not to pass laws making it more difficult for farmers to use a legal workforce. Without a reliable and legal workforce, crops cannot be harvested.

We must also make sure that our regulatory framework is set up to foster growth in the industry and recognize that one-size-fits-all regulations rarely work in farming. Water rights will continue to be an issue that we must remain vigilant on. It will be important for farmers to make their voices heard as the EPA goes about reviewing and rewriting the Waters of the US (WOTUS) rule.

Farming is a way of life in rural North Carolina, and we must do a good job working with our urban citizens to ensure that rural and urban North Carolina works in harmony.

Another issue that we must tackle to ensure the future of farming is the average of the farmer, which in North Carolina is in the mid-50s. Too many of our children in rural communities are moving off the farm and to the cities. It is crucial that we make sure we inspire the next generation of farmers and expose our children to the career options that the ag industry offers. We must also make sure that we help first-generation farmers overcome the barriers to entry, especially given the price of equipment and land.

Wednesday, September 6, 2017 More Students Find Their Path To CALS

It’s the start of a new academic year, and thanks to your support, more students have found their Path to CALS (College of Agriculture and Life Sciences) than in recent years – 839 students to be exact.

This year CALS received 2,116 applications – a 10 percent year-over-year increase – with 452 incoming freshman, an increase of 110 students from last fall. Roughly 54 percent of all applicants were accepted, with 46 percent of these students coming from rural North Carolina.

For many students – especially those from rural and farming communities – gaining access or acceptance to a CALS 4-year degree can be difficult. Student access is a top priority for the university and CALS.

That’s why we are growing existing programs and implementing new systems to provide different paths to campus for a variety of students. We wanted to share a few updates on our progress.

Nominate A Student
This new online student identification process allows teachers, advisors, Extension agents, and others to tell us about students they think would be great for CALS. Most of the 102 nominated students who applied to CALS this year were from rural counties, and most were nominated for under-enrolled degree programs.

Of the 102 nominated applicants, 41 were admitted for the fall, 11 were admitted via Spring Connection, 19 transferred into the college, 5 were admitted to STEAM (the Student Enrollment Advising and Mentoring program), 1 was waitlisted, 4 were denied and 21 were deferred.

We are always looking for successful students. If you know of a great student, tell us who they are so we can contact them. While we cannot guarantee admission to CALS, we can help every student put their best foot forward.

Spring Connection
Working with the university, we helped create a new spring semester admission option for freshman – Spring Connection. Students were largely accepted into under-enrolled degree programs in the crop and soil sciences, horticulture, plant biology, poultry science and others, with classes starting in the spring. Students can use the fall semester to gain work experience through an internship or attend classes at a local community college.

NC State invited 1,200 students to participate in Spring Connection, and 93 were prospective CALS students. Of the 93, 50 have enrolled (54 percent), and we have confirmed the fall plans for these students – 43 are planning to attend community colleges and 3 other universities 4 are planning to work.

Agricultural Institute – 2-Year Degrees
Not all students need or want a 4-year degree. NC State’s highly acclaimed Agricultural Institute (AGI) provides career-ready students a hands-on technical education through a variety of 2-year associates degrees.

AGI offers six concentrations ranging from agribusiness management to landscape technology, with unique enrichment opportunities outside the classroom that provide valuable real-world experience.

Whether a student needs to hone his or her skills to jump into the agricultural workforce, prepare to start their own business or get back to the family farm, AGI helps students hit the ground running.

This past year, AGI accepted 155 students.

Wednesday, June 14, 2017 You Decide: Can Urban and Rural Areas Get Along?

My wife and I have one foot in rural regions and the other in big cities. We were both born and raised in small towns – I in an unincorporated town (meaning it wasn’t big enough to qualify as an official municipality) in Ohio and she in a recognized town (but still tiny) in upstate New York. I have a vague memory of my mother pulling me in a little wagon to the country store for groceries. On the way home, the groceries were in the wagon and I would walk!

But we’ve spent almost the last forty years of our lives living in Raleigh since I joined the faculty at N.C. State in 1978. Although it may not have been when we moved here, Raleigh today is certainly a big city. Indeed, it is recognized as one of the most dynamic big cities in the country.

My wife and I love both cities and the country. That’s one reason North Carolina is so great – it has both busy urban areas as well as tranquil rural regions.

But often the urban and rural areas don’t seem to get along. For example, in the 2016 presidential election, urban areas tended to vote for Secretary Clinton while rural regions favored President Trump. We saw the same urban/rural split in the North Carolina gubernatorial and General Assembly elections.

The urban-rural divide in North Carolina also extends to public policy. Here are two examples. Local public schools are partially supported by local property tax revenues. Since property values per resident are often higher in urban counties than in rural counties, there’s been a long-running debate whether this wealth disparity gives urban counties an unfair advantage in funding public schools.

The second example is sales taxes. Part of the sales tax revenues collected by the state are returned to the counties, but there’s an issue over how to do this. Should the distribution to counties be based on where the sales occurred or where the buyers live? North Carolina has a formula using both factors, but there’s frequently a debate about the relative importance of each in the formula. Indeed, legislation was introduced this year in the General Assembly to change the formula.

Has the urban-rural feud gotten worse? Some say three powerful forces – globalization, the elevation of education’s importance and population trends – have moved urban and rural areas farther apart in recent decades.

Wednesday, May 24, 2017 Calling All Teachers: Go Local This Summer!

Being a North Carolina Farm Bureau member has a lot of perks – discounts, scholarship opportunities, leadership development programs, and even the occasional educational trip. But there’s one program that you don’t have to be a member to enjoy the benefits, and that’s North Carolina Farm Bureau’s Ag in the Classroom program. (We talked about the program in detail last summer, so be sure to check out that post.)

Since the program’s beginning 32 years ago, we have endeavored to provide professional development workshops throughout the state for K-8 teachers. But over the years we’ve tried to shift our workshops away from a lecture format towards more of a hands-on, in-the-field learning experience. After all, if you have to earn Continuing Education Units (CEUs), wouldn’t you rather do it live on the farm instead of sitting in a classroom all day listening to hours and hours of lectured material?

Enter our Going Local Workshop series. Every summer, these workshops are held directly on the farm and are a great way for teachers to gather materials, lesson plans, and current teaching methods to help show students where our food and fiber comes from locally.

Wednesday, May 17, 2017 From Dial-Up to Snapchat: Building Ag Communities Online

I can remember like it was yesterday. Once farm chores and homework were completed, there was the opportunity to fire up the computer. And wait for it connect to the internet via dial up. There was no mute button for the wheerrrrrr wweeee DINNNGGG DDDIINNNNGGG DINNNNGGG of the dial up connecting. For a high schooler in the 90s in rural America, the internet was a fascinating place of email, chat rooms, and AOL Instant Messenger. Only one remains popular, and the others have been replaced with text messaging, Snapchat and Facebook.

We lived in mostly isolated parts of northwest North Carolina; my parents are divorced and both lived on a dirt road. My dad’s was a dead end road, with no neighbors on the road. The closest neighbor at my mom’s was a mile away. Needless to say, there were very few play dates and group activities with other rural youth, with the exception of school and church. And even then, it wasn’t uncommon to still feel somewhat isolated as the other kids at school and church had very little interest in the cattle we hauled across the country or the pigs we were taking to the State Fair.

Enter the internet, and with it the ability to connect with kids who WERE interested in the same things as me! I met tons of people my age from across the state and nation through FFA and National Junior Angus Association, and the internet gave us the platform to grow our small community. With the reliability of dial up, we were usually only able to chat for 5-10 minutes before a call beeped in or someone else needed the internet for legitimate reasons, like homework, but it was still exciting to talk to other kids who shared my interests.

While the availability and reliability of internet in rural areas has changed, the isolation in many of our rural areas has not. Many farm youth and adults are still utilizing the internet for the same reasons I did 20 years ago.

Wednesday, April 26, 2017 NC’s First-Ever Rural Day to be Celebrated on May 9th

If you are one of North Carolina’s many newcomers who moved here over the past decade, it is understandable you might have a somewhat skewed view of our state. It is likely you moved here and settled in one of our state’s thriving metros or surrounding suburbs. And that is not a bad thing. The explosion of our metropolitan areas over the past 25 years has brought an unprecedented level of economic growth to our state.

But starting with the Great Recession and culminating in the 2016 Presidential election, it became apparent that our state’s economic advances had been uneven and with diminishing returns as the economic boom radiated out from our core metro communities.

If you have read the news since November, you are probably aware of the renewed focus on rural communities. We have seen increased public interest in both our rural communities and the views of the people who call those places home. Unfortunately, too much of that coverage has been framed as an “us vs. them” cultural and economic split and too easily reduced to the “rural/urban divide” tag that pits our towns against our cities in a zero-sum game of competitive economic development.

At the Rural Center, we see daily that there is far more that unites us than divides us. We know we can lift up rural communities without pulling down urban areas. Commuter flows from the rural counties surrounding our state’s metros tell the real story: Our economies are regional, an interconnected web of life and work that can happen counties apart.

It’s simple – the best economic development solutions for North Carolina are rural solutions.

With Election Day officially behind us, we thought we’d take a moment to recap how some of the key races in North Carolina turned out (or in a few cases, how they are likely to turn out). There’s an unbelievable amount of information to sift through and process before we can draw deeper conclusions, so we’ll save that for another day. Top line takeaways are that Republicans will control the White House, US Senate, and US House, and will maintain their supermajorities in the NC House and NC Senate, though the Governor’s Mansion could be occupied by a Democrat. Please note that there are a handful of races that are still “too close to call” despite a winner being listed because the State Board of Elections must complete its certification process — counting provisional and absentee ballots, conducting canvasses and recounts, etc. — before officially declaring a winner.
